When does man starts to learn? Baby music contributes to a babies learning ability. So in this sense man starts learning in the baby stage.

I teach my baby while she's still in the womb. I tell her tales and stories on science and technology. She's now a student in a private elementary school and is good in mathematics, and is fun reading science and computer books. Her education from a private school includes speaking in English; English is the school second language beside Pilipino.

The Department of education allows such school program as a kind of Higher Education. Most Educational Institute has this special education in mind, the school Board education meet regularly to tackle the Educational improvement of the schools. A result from this meeting of various Education Department is a Higher Degrees of learning.
Teaching staff of this schools most of them if not all have Master degrees.

University of the Philippines (U.P.) offer Distance Learning program. Students don't have to go to a learning center; there studies are made at home.

The student candidate for distance learning goes thru assessment to see if they qualify for such a study program. Research shows a number of celebrities are enrolled in a distance learning program. Private Schools learning program is not about good clothing but of better learning environment.
